Tierschutzpartei

PARTEI MENSCH KLIMA TIERSCHUTZ

Standing statewide

About the party

The Tierschutzpartei was founded in 1993 as “Partei Mensch Umwelt Tierschutz” and took its current name, “Partei Mensch Klima Tierschutz”, in February 2026 as a step towards merging with Klimaliste Deutschland. Its central theme is the protection and rights of animals — it sees humans, animals and nature as an inseparable whole — alongside renewable energy and recyclable resources, a lower voting age and lower electoral thresholds. It has branches in every federal state and has held one seat in the European Parliament since 2014.

Positions by theme

The same six themes and the same template as on the Berlin-agenda page: the party’s own chapter title, a neutral summary of that chapter, and a link into the original.

  • Bauen, Wohnen und Stadtentwicklung ↗p. 8–12

"Housing is a basic right": a binding state rent cap for the public housing stock, re-lets at least 10% below the Mietspiegel, WBS flats at max €6.50/m², a hardship rule so nobody pays more than 30% of income for warm rent. A city-wide rent register with mandatory reporting and escalating sanctions up to forced sale, a "landlord licence" compulsory for owners of 50+ flats, staggered social-binding quotas for large portfolios (20% from 50 flats up to 60% from 1,000), socialisation of large stocks under Art. 15 GG in line with the 2021 referendum, no sale of public land (leasehold and concept-based award only), conversion of empty offices before new building, and no fence or night closure for Görlitzer Park.

  • Transport & mobility

All parties on this theme →

    Mobilität und Verkehr ↗p. 13–19

A "transport transition" that redistributes public space: public transport fare-free in the medium term (first a 9-euro-style pass, free annual ticket for scrapping a car), U/S/regional rail expansion as top infrastructure priority, i2030 in full, S-Bahn kept public. Stop the A100 and TVO, support "Berlin autofrei", Tempo 30 as the default speed, a city toll inside the S-Bahn ring, city-wide parking management with size-based fees, Kiezblocks, 365 km of new cycle lanes a year (≥2.5 m, physically protected), a €50m cycling budget, Vision Zero, phase out e-scooters and reject a maglev for local transport.

  • Migration & participation

All parties on this theme →

    Gesellschaft und Zusammenleben ↗p. 28–30

Treats migration under "anti-discrimination": equal access to education, work and dignified housing for refugees, language courses regardless of residence status, decentralised flats instead of collective shelters, WBS eligibility even without secure status, a Berlin recognition centre for foreign qualifications, a binding hiring quota for people with migration history in the public service, stronger migrant organisations and migrant-affairs officers in authorities, and firm rejection of switching asylum seekers to in-kind benefits. Stands by the state anti-discrimination law and recognises speciesism as a form of discrimination.

  • Innere Sicherheit und Justiz ↗p. 50–53

"Surveillance is no substitute for good social policy": rejects video surveillance in public space, face recognition, data retention, state trojans and AI risk profiling; bodycams only during coercive measures, quick-freeze instead of blanket storage, an independent police complaints office and receipts after checks, an end to suspicion-independent checks and pain grips. Wants more decentralised stations and community police in the outer districts, crisis-intervention teams for mental-health emergencies, a fundamentally reformed Verfassungsschutz under an ethics board, decriminalised fare evasion, an end to substitute imprisonment, and a real-estate and asset register against organised crime.

  • Klimaschutz ↗p. 66–70

Climate neutrality by 2035 at the latest — "non-negotiable" — with a binding CO₂ budget (about 46 Mt left from 1 Jan 2025), a climate reservation on every decision, a €195/t shadow carbon price, a lotted climate citizens' assembly whose recommendations parliament must debate, and climate teams in every district. Heat supply fully renewable by 2035 via a heat-transition fund, warm-rent-neutral renovation and a basic heat-price guarantee; no hydrogen for heating; enforce and extend the solar obligation, use every suitable public roof, build eight wind sites, enable energy sharing and citizens' energy. Tempelhofer Feld stays unbuilt; net-zero new sealing.

  • Bildung ↗p. 20–27

Wants to overcome the tiered system step by step towards a state-wide Gemeinschaftsschule: six shared primary years, no grades 5–6 at Gymnasien, abolish the Gymnasium recommendation, allocate places more by lottery for social mixing, and a three-step school reform led by an independent education council. Abolish repeating years, weight participation over tests, later school start, no blanket phone bans, free plant-based lunch and learning materials to graduation, more school social work and SIBUZ, animal-free teaching methods, three one-week placements, a free full-day place for all children from age one, and an environmental-education centre in every district.
