Ballot no. 27
Partei des Fortschritts
Standing statewide
About the party
The Partei des Fortschritts was founded in 2020 and sees itself as a grassroots-democratic party that lets members take part directly in shaping policy, naming “progress, transparency, human rights and justice” as its guiding principles. It rejects placement on a left–right scale; bpb locates it, on the basis of its programme, in the (left-)liberal space. It has branches in every state but Saarland, won a seat in the European Parliament in 2024, and is standing in a Berlin election for the first time.

Positions by theme
The same six themes and the same template as on the Berlin-agenda page: the party’s own chapter title, a neutral summary of that chapter, and a link into the original.
Housing & rent
All parties on this theme →Mieten, Wohnen & Immobilien ↗p. 10–18
"Berlin must become affordable" and "dare more Vienna": raise the share of city-owned, cooperative and subsidised flats from 35% to at least 50% by 2050 (roughly one million affordable homes), implement the 2021 socialisation referendum — but with compensation at market value — and keep Tempelhofer Feld unbuilt as decided in 2014. Inner development instead of new fringe estates (NABU's 985 ha of sealed land, attic extensions, a building-gap register), a Grundsteuer C on idle land, subsidy ties of at least 50 years (permanent for city flats), a 60% subsidised quota in the cooperative land model, a misallocation charge, rent-to-buy with Berlinovo, a right to swap flats at the old rent, a future general ban on holiday flats, and a commercial rent brake.
Transport & mobility
All parties on this theme →Mobilität ↗p. 22–27
"Berlin365": fare-free public transport for Berliners, financed by a city-wide parking-fee system starting at €365 a year (one euro a day) graded by vehicle size, replacing today's patchwork of zones. Recommunalise the S-Bahn via state bonds, platform doors and autonomous operation on U- and later S-Bahn, more bus lanes, keep and extend the "Muva" on-demand service, a Jelbi station at every station and sharing spots every 400–500 m. Stop the A100 extension, the TVO (cost up from €37m to €325m+, 22 ha of forest) and the U7 to BER and U3 to Mexikoplatz as poor value; Tempo 30 city-wide except a few main axes; switch most traffic lights to on-demand at night.
Migration & participation
All parties on this theme →Climate & energy
All parties on this theme →Klima und Umwelt ↗p. 42–48
"Sustainability begins locally", evidence-based and technology-open: fast renewables build-out with efficiency as the main lever, storage and sector coupling (bidirectional EV charging), decarbonised district heating on the BEW path to 2045, a solar obligation for new car parks from 35 spaces (with a transition for existing ones), a legal "right to own power" so balcony solar is permit-free even in high-rises, extensive de-sealing (Berlin is 33.9% sealed), mandatory compensation for new sealing, green roofs and facades on public buildings as a rule, sponge-city rainwater management, heat protection as a mandatory municipal duty and climate goals added to Article 31 of the Berlin constitution.
Education
All parties on this theme →Bildung ↗p. 19–21
"Best chances from the start": early education as the first link in the chain — better staffing ratios especially in deprived areas, no cuts when birth rates fall, multilingual outreach and more staff with migration background, free kita for families in hardship, and, long term, compulsory kita from age three. Schools in deprived areas get structural extra staff, money and tailored support concepts; adult training is reoriented towards practice with binding company partnerships.
