Ballot no. 1

CDU

Christlich Demokratische Union Deutschlands

Standing statewide

About the party

Founded after 1945 as a “union” of pre-war political currents, the CDU describes itself as a cross-denominational, cross-class party shaped by conservative, liberal and Christian-social positions; since 2021, under Friedrich Merz, it has taken a more conservative course, notably on migration and social benefits. It has been part of federal governments for 53 years since 1949 and has led the federal government since 2025. In Berlin it became the strongest party in the 2023 repeat election and has governed with the SPD since.

Positions by theme

The same six themes and the same template as on the Berlin-agenda page: the party’s own chapter title, a neutral summary of that chapter, and a link into the original.

  • Bezahlbare Mieten und Mieterschutz ↗p. 30–37

Rejects expropriation and a rent cap outright, arguing they deter investment; instead: more and faster construction plus strict enforcement of existing tenant protections. Targets 100,000 new homes by 2031, a standardised "Berlin-MFH" type building for quicker permits, and growing the city-owned housing stock to 500,000. Promotes home ownership with a purchase bonus and a property-transfer-tax waiver, and backs building on the edge of Tempelhofer Feld.

  • Transport & mobility

All parties on this theme →

Unsere Öffis für unser Berlin ↗p. 72–79

Wants the Mobility Act rebalanced towards "all modes": new cycle lanes only where needed, no blanket 30 km/h, no further loss of parking, and completion of the A100. Backs the BVG's "stability before growth" course, more security staff and video surveillance in public transport, a pilot of access gates on U-Bahn lines, extensions of U2, U3, U6, U7, U8 and U9, the i2030 rail programme with Brandenburg, express buses, park-and-ride hubs and a technology-open shift including hydrogen.

  • Migration & participation

All parties on this theme →

Migration ordnen, steuern und begrenzen ↗p. 25–26

"Order and humanity belong together": upholds the right to asylum but wants the state in control. Asylum seekers housed centrally until a decision, the payment card made permanent, and departure duties enforced consistently — removals on the first attempt, year-round, with more detention capacity, also for repeat suspects. Organisations that advise on avoiding deportation would lose public funding; naturalisation is tied to recognising the constitutional order and Israel's right to exist.

  • Starke Polizei ↗p. 7–15

More and better-equipped police with less paperwork: doubled shooting training, Tasers for all operational units, renovated stations, a new station at Leopoldplatz after the Kottbusser Tor model. Expands intelligent video surveillance at crime hotspots, allows suspicion-independent checks there, widens electronic ankle tags for high-risk offenders, and wants a city-wide ban on street prostitution. Would rewrite the state anti-discrimination law, add a tenth women's shelter, and give the Ordnungsämter round-the-clock capability and bodycams.

  • Ausbau von Erneuerbaren Energien ↗p. 80–84

Market-led expansion of renewables through faster permits rather than mandates: explicitly rejects a solar obligation and wants Berlin's Solar Act repealed, opposes large wind turbines inside the city, and rules out shutting down the gas grid. Puts over €500 million into decarbonising district heating and €45 million into deep-geothermal surveys, wants an energy treaty with Brandenburg, and for heat protection aims at one million street trees by 2040 plus a new urban forest on Tempelhofer Feld.

  • Guter Start mit guter Bildung ↗p. 55–63

Keeps the tiered school system and strengthens the Gymnasium; no abolition of grades; "less gendering, more reading, writing and arithmetic". Legal caps of 20 pupils per primary and 25 per secondary class, an expanded pre-school year (Kita-Chancenjahr) with language support and testing before school entry, voluntary holiday schools, digital devices for all pupils in grades 7–10 by 2030, a compulsory Religion/Ethics elective, and mandatory career orientation from grade 7.
