About the party

Volt Deutschland was founded in 2018 as the German branch of the pan-European movement Volt Europa and places itself in the social-liberal spectrum. It campaigns for a federal Europe and names five challenges to tackle across borders: digitalisation and education, innovative economic policy, global responsibility, social equality and broader political participation. It has sat in the European Parliament since 2019 (Greens/EFA group) and has won seats in several large German cities.

Positions by theme

The same six themes and the same template as on the Berlin-agenda page: the party’s own chapter title, a neutral summary of that chapter, and a link into the original.

Build more, faster and cheaper with evidence from other cities: secure land for 300,000 homes in the 2040 plan, 10,000 flats via attic conversions and a higher eaves height, 30,000 through office conversion, use the federal "Bau-Turbo", machine-readable building rules and a fully digital permit path, and a Hamburg-style low-cost building standard. Grow the non-profit stock (city companies, cooperatives, building groups) towards 50% via leasehold and IBB loans. Rejects rigid rent caps and blanket expropriation as counter-productive, keeps the rent brake only where markets are tight, adds a Grundsteuer C, a misallocation charge, a social letting agency with a 100% rent guarantee, a first-time-buyer transfer-tax allowance and a Housing-First building programme.

  • Transport & mobility

All parties on this theme →

"Real freedom of choice" through attractive alternatives: cleaner, safer stations, plans for full accessibility by 2030, Jelbi as the one mobility platform, on-demand buses and autonomous shuttles in outer districts, fully automated U-Bahn, a dynamic city toll inside the S-Bahn ring (exemptions for trades, care and shift workers), city-wide digital parking priced by vehicle size and emissions, cost-covering resident permits — with revenues going to public transport, cycling and walking. A programme to fix every accident hotspot by 2030, more Tempo 30 around schools and a federal push for Tempo 30 as the urban default, protected cycle lanes and revived cycle highways, and hard penalties for idle construction sites.

  • Migration & participation

All parties on this theme →

Berlin verbindet: mit Integration als Standortvorteil ↗p. 101–104

"Integration as a locational advantage": about 25% of Berliners cannot vote, so Volt wants federal reform giving EU citizens the vote in all Berlin elections, seats for international residents in lotted citizens' assemblies and participatory budgets. Arrival made easier through one-stop integration guides, a welcome centre for skilled workers, a single digital file with binding deadlines for school, kita, language course and work permit, English as the administration's second service language, faster recognition of qualifications, uniform minimum standards and independent complaints management for all shelters, and no permanent "welcome classes".

"Security policy that works": prevention with street work, exit programmes and more men in social professions; better-staffed police and courts with shorter response times through modern software and redrawn precincts; AI for reports and e-files but no biometric real-time surveillance and always human control; body cams for all officers, switched on by duty and not deletable by them; a stronger police commissioner with access to files; a study on racial profiling. Victim protection with electronic tags for domestic-violence offenders (Spanish model), at least 330 more women's-shelter beds, an LKA unit for digital sexual violence; organised crime tackled with reversed burden of proof on assets; a private fireworks ban; resilient power grid rather than camera surveillance of substations.

Make Berlin independent of fossil imports in partnership with Brandenburg: solar on every suitable public building by 2031, PV on parking lots, motorways and rail land, a Berlin citizens'-energy law with energy sharing, long-term power contracts (PPAs) with Brandenburg wind and solar, district heating switched systematically to large heat pumps (river, sewage, data-centre waste heat), seasonal heat storage, smart meters for all controllable loads by 2028. Commits to the BEK 2030 target of 70% CO₂ reduction and turns it into an acceleration plan with annual public reporting. Sponge city, an expanded heat action plan and a circular building sector (re-use platform, material passports, no unnecessary demolition).

"Schools that support and challenge": a binding, quality-assured pre-school phase from age five with mandatory language tests at four, kita from age three promoted with priority in high-need areas. Central procurement, IT and building management instead of twelve district silos, in exchange for more school autonomy and clear results responsibility; multiprofessional teams, a multi-year turnaround programme for the most burdened schools, transparent competence goals. Make the two-tier system permeable rather than abolish it, more schools with an upper level, gifted programmes, a compulsory "life skills" subject piloted at 20 schools, more Europe schools, work placements as part of school, a training guarantee and an "Azubiwerk" for affordable housing.
